Aug. 12--A Kansas City developer has made an offer for Kellogg Elementary School and plans to turn it into a $7 million apartment complex. Gary Hassenflu has negotiated a $350,000 deal with the Wichita school district for the school near Kellogg and Washington, which the district closed in 2003. The board will vote on the sale Monday. Hassenflu hopes to take ownership of the property in October, get the rezoning afterward and start construction in the summer. He hopes to be done by the spring or summer of 2008.
