The Ministry of Finance, Planning and Economic Development through the Population Secretariat has been reviewing the Uganda National Population Policy.

The first Uganda Population Policy was developed and passed in 1995 but since that time, many new programmes such as the Poverty Eradication Action Plan and Millennium Development Goals dictated the need for review of the policy to ensure that it is consistent with the set objectives.

While traversing the whole country and assessing the socio-economic status of the local households, I established there is still rampant poverty among the majority homesteads. In our language of poverty reduction, about 38 out of every 100 people in Uganda live in absolute poverty.
