Some doubt capacity of county plan to control future growth. (Prince William County, Virginia; Walt Disney Co. theme park)

Prince William County is poised for what could be exponential growth in the wake of the Walt Disney Co.'s Nov. 11 announcement of the proposed Disney's America theme park.

But despite a comprehensive plan laying out future development objectives, some county supervisors are implying the plan is wide open to change.

County Supervisor Bobby McManus represents the Gainesville Magisterial District where Disney wants to build.

"I would like us to keep our rural character," McManus said. Nonetheless, "my feeling is that whoever comes along and has a rezoning plan will get his way."

Other members of the board disagreed, but were short on specifics. …
