Another shoe dropped in the international probe into air cargo surcharges and possible cartel behavior as FedEx and UPS said they had received subpoenas for information.

The leading American parcel carriers said they did not think they were targets of the investigation, but the disclosures were a new sign that governments around the world are still examining the air cargo industry and could yet bring charges as well as big changes in pricing methods.

The new disclosures also came as rising fuel price indices suggested major cargo airlines were about to hike those fuel surcharges again, in many cases for the first time since May.
