I have read and heard many people questioning the relevance of youth councils under a multiparty political system, some claiming they are NRM organs and therefore should elapse with the Movement system. Youth councils are both national and international institutions established by the 1991 recommendations and pronunciation of the Commonwealth member states to enhance over 60 per cent of the young people's participation and representation in decision-making process to which the Movement government was a party.
