THE highly anticipated talks between President Yoweri Museveni and his main political opponent Dr Kizza Besigye now hang in balance.

It has emerged that neither Besigye nor the leader of the opposition in Parliament and FDC Vice President, Prof. Ogenga Latigo,plan to attend the meeting.

In a letter to Ms Amelia Kyambadde, President Museveni's Principle Private Secretary, FDC welcomed the initiative of a dialogue but hastened to add that all parties ought to "jointly establish the objectives, its expected outcome and how decisions arising thereof …
