Jul. 8--Governor Mitt Romney approved more than $500,000 for a payment yesterday stemming from a dispute over flood control dams in New Hampshire, days after Governor John Lynch threatened to sue Massachusetts for $3.2 million in back payments.

After reviewing records, Romney agreed to send $588,867 to the Merrimack River Valley Flood Control Commission, a two-state panel formed under the provisions of a 50-year-old compact, a Romney spokesman said. Lynch said the money is a fraction of what he demanded, but that the move signified overdue progress and a lawsuit could be avoided if Massachusetts continued sending payments.
