Cebu City - The Metro Cebu Water District (MCWD) may have to refund its estimated 90,000 registered concessionaires if the court determines that the rate increases it imposed since last year were unauthorized.

Five consumers led by lawyer Deolito Alvarez have charged the MCWD for imposing rate increases without the approval of the National Water Resources Board and asked the Cebu Regional Trial Court to issue a temporary restraining order and a permanent injunction against the latest 12% rate increase imposed by the water district.
