Jul. 6--Governor John Lynch yesterday threatened to sue Massachusetts if the state fails to pay $3.2 million he says it owes the New Hampshire communities affected by flood control dams.
In a letter sent to Governor Mitt Romney, Lynch said Massachusetts has been shirking its part of a 50-year-old flood control compact. The agreement, approved by Congress, stated that New Hampshire would acquire and own several dams and reservoirs along the Merrimack River. In exchange, Massachusetts would reimburse the state 70 percent of the property taxes lost because of the expansive project.
