THE Independent Corrupt Practices Commission (ICPC) has rated the Power Holding Company of Nigeria (PHCN) and the police the most corrupt public institutions in Nigeria. Briefing newsmen yesterday in Abuja, on the result of a recent survey conducted by the ICPC, spokesman for the Commission, Mkie Sowe said apart from the local government councils, the two public institutions led others on the corruption chart.
