THE RESIDENT AUDITOR OF THE PHILIPPINE National Police had raised reservations about the modes of procurement preferred by the police in acquiring some P322 million worth of cars, motorcycles and handguns.
We were asked and we raised reservations, said Jaime Serrano, the Commission on Audits resident auditor for PNP. (We said) we go for public bidding because of its inherent benefits. They considered the reservations and said it (mode of procurement) was all in accordance with RA 9184, and that it would be most advantageous to government.
