Jun. 19--IT'S A BALLSY plan: a guerilla-style advertising campaign that tries to lure young New Yorkers to Philadelphia by promising lower rent and cheaper beer. And who doesn't want cheaper beer? A crew of New York advertising students has dreamed up a move-to-Philly campaign along these lines, creating posters with slogans like "Move to somewhere where you can afford to be a starving artist." For now there are no plans to use these ads - they are student projects - but some local business leaders and tourism officials are wondering if Philly should give it a try.
