As Brian Riedl of the Heritage Foundation said, "This is a status quo budget, and the status quo continues to disappoint." Discretionary spending, which does not include costs associated with the Iraq War, will rise by 3.5 percent. It also appears that some defense programs aren't fully funded, so that these too may be boosted as part of an "emergency" appropriations process. ...
