Most of those games are the work of Sega, the outfit behind the OutRun series, among others. OutRun 2006: Coast 2 Coast is Sega's latest version of the arcade hit for home video systems. With games like OutRun 2006, it's about beating the clock to get to the next stage, any which way you can.
