Sen. Daniel Akaka, Hawaii Democrat, wants to create a new "native" Hawaiian government. His bill, which is scheduled to be debated in the Senate in June, appears to be designed to pacify a small but vocal faction of Hawaiian grievance-mongers who are demanding special rights. The bill is vague to the point of distraction.
