Rep. Patrick J. Kennedy (D., R.I.) had a spot of bother the other day. Driving on Capitol Hill at 3 A.M., at high speed and without lights, the 38-year-old son of Sen. Edward Kennedy crashed into a traffic barrier. It was Representative Kennedy's second car crash in three weeks. The police report noted that his "eyes were red and watery, speech was slightly slurred, and ... his balance was unsure." Uh-huh.
