Two bills lingering in Congress would have opposite effects on predatory lending practices in the states. One proposal would pre-empt state and local predatory lending laws and adopt a national standard. The other proposal would adopt more stringent laws against deceptive lending and allow states to add provisions tailored to each state's need.

This month Mary Branham Dusenberry, State News managing editor, examines both proposals and reports on the arguments surrounding this federalism issue.

There is agreement among states that research and development facilities, particularly in biotechnology, have a multiplier effect on job creation. Not only does one research facility job create two other supporting jobs, the jobs created are often high-paying.

Laura Coleman, State News associate editor, reports on how states are vying for these lucrative research jobs. She also talks to experts who list some of the ingredients states need to make their efforts pay off.

Another economic tool used by states is the arts. Sujit M. CanagaRetna, senior fiscal analyst for The Council of State Governments' Southern office, the Southern Legislative Conference, has completed a 142-page report on the economic impact the nonprofit arts industry has on the states, ...
