Wellcome boost for OA
But Government refuses to endorse open access for Research Councils funding

Blackwell, OUP and Springer have agreed to give immediate free access to Wellcome Trust-funded research papers that they publish, following an agreement with the medical research charity.
But news of the agreement came through as the UK Government again reiterated its view that publicly funded papers should not be tied to an open access (OA) policy.
All three STM publishers have agreed to change their licensing terms to allow Wellcome-funded papers to be instantly available via their open access models. Wellcome Trust funding also requires that research is deposited in the US repository PubMed Central on publication.
