May 21--The school band at Shadowlawn Elementary can have no more than 17 students, because that's the number of instruments. But that's about to change. Last week, Miami-Dade school district leaders, city officials and teachers kicked off a plan to boost student performance at the elementary school suffering from low grades and declining enrollment: Turn it into a performing arts magnet.
