May 18--After a day of torrential rain, the sun was shining, the birds were chirping, and people were out and about in a quiet neighborhood tucked just north of Mountain View Elementary near Alluvial and Maple avenues. Sherry Hughes was taking full advantage of the springlike Sunday afternoon by pruning plants on her front porch. "When the weather gets nice, people get out and work in their yards.
