Roseau, Dominica: The Dominica government Monday [8 May] expressed concern that it had not been able to take full advantage of PetroCaribe, the oil initiative several Caribbean states signed with Venezuela.

Energy Minister Reginald Austrie, who had initially announced that Dominica would have been among the first Caribbean states to benefit from the accord, said the island was experiencing difficulty in establishing suitable storage facilities.

"One of the difficulties is the problem of storage capacity within the islands …
