"Enforcement First" is the battle cry of House members seeking to restore order to immigration. They are emphatic on this point because they remember the 1986 immigration law, which traded amnesty for nearly 3 million illegal aliens in exchange for empty promises of future enforcement. Opposition to the Enforcement First approach comes mostly from the other side of Capitol Hill. Despite their differences, the various bills before the Senate share one characteristic: opposition to enforcement of the immigration law unless huge new foreign-worker and legalization provisions are part of the package.
