In Andrew C. McCarthy's recent article on the dispute over the Foreign Intelligence Surveillance Act and executive power ("How to 'Connect the Dots,'" Jan. 30), he writes about a Congressional Research Service (CRS) report that "casts doubt on the administration's core [legal] contentions." McCarthy dismisses the report in part by noting that the "media have treated the report as beating special weight because the CRS is a nonpartisan entity. But that does not mean the CRS is objective. 'The sole mission of CRS,' it explains on its website, 'is to serve the United States Congress.'"
