TOM DELAY decided not to seek to return as House majority leader. It was a decision he made partly with the interests of his colleagues at heart, as he realized that the Republican conference needed a permanent new leader as he continues to fight to clear his name in the Texas-redistricting and Abramoff cases.
DeLay was the most effective majority leader in memory, and perhaps ever. Conservatives are in his debt for his congressional stewardship over the years.
