Icasa Amendment Bill HANGING IN THE BALANCE The political wrangle over Icasa's independence is far from over The department of communications wants an amendment to the constitution that will set out a framework under which councillors are appointed to the Independent Communications Authority of SA (Icasa).

That's the word from communications department director-general Lyndall Shope-Mafole. She says Icasa, which regulates SA's broadcasting and telecommunications sectors, should be seen as one of the state institutions, listed in chapter 9 of the constitution, that protect SA's democracy.
