DELTA State Government and Shell Petroleum Development Company (SPDC), yesterday in Asaba, signed a Memorandum of Understanding (MOU) for the implementation of a youth empowerment programme tagged 'Live Wire Extra' to the tune of N53 million.

The programme, according to SPDC Manager, Sustainable Community Development, Mr. Emmanuel Etomi, "is a programme that encourages young people normally between the ages of 18 and 30 to consider starting their own business as a good career choice.
