Apr. 27--For the Antelope-based Center Unified School District, the question of growth is not if, but when. Center officials say the district faces a wave of growth because 70 percent of its area falls within largely undeveloped sections of Placer County. They say development in the area could boost district enrollment from 6,300 to 25,000 over the next 10 to 20 years. The district also will need to build an elementary school in the Sacramento County community of Elverta to accommodate students expected from a proposed 4,950-home development.
