A breakdown in talks between the U.S. government and air traffic controllers raises questions about how many controllers might be around a year from now.

The Federal Aviation Administration said it would start a 60-day countdown toward confrontation with controllers by declaring an impasse in contract negotiations and sending its final offer to Congress. Unless lawmakers step in before the countdown ends, the agency can impose its own terms.
