In the April 10 issue, Ramesh Ponnuru reviews Charles Murray's new book, In Our Hands ("A Better Deal"). The book's fascinating premise is this: If we were to eliminate the welfare state in toto, every citizen over the age of 21 could instead receive an annual government check for $5,000 to $10,000 (the maximum for those making under $25,000 per year; the minimum for those making over $50,000; a range for those in between).

As much as Murray's idea wonderfully highlights the sheer expanse of our welfare state, as a serious policy proposal it is entirely impractical.
