Mar. 28--Confrontations between staff and youths in the Santa Clara County juvenile hall and camps have dropped, but gang membership among boys and girls in the system persists in significant numbers, according to an annual status report. Overall, conditions at juvenile hall and the William James Boys Ranch in Morgan Hill and the Muriel Wright Residential Center in San Jose appear to have improved during the past two years, said Carol Petersen, a 12-year member of the Juvenile Justice Commission who chaired the report. However, some troubles that start outside the hall and ranches cannot be stopped at the door.
