* A new U.N. human-rights council has been created by a General Assembly vote of 170 to 4. The U.S. was one of the four. How could it vote otherwise when the council fails to bar from membership even states under U.N. sanction for humanrights violations? Yet no sooner had we voted no than we were assuring the world that we would shell out 22 percent of the council's operating expenses. Which raises the question: Why?
