By creating a military-industrial commission under the government, President Putin has increased the powers of Deputy PM and Defence Minister Sergey Ivanov. PM Mikhail Fradkov is on the wane, he is being squeezed by First Deputy PM Dmitriy Medvedev and Sergey Ivanov, while the administrative staff of the PM has already been reduced from 43 people to 10. Other losers include Economic Development Minister German Gref and Industry and Energy Minister Viktor Khristenko.
