If a shoplifter were caught in the proposed Mill Run Kmart straddling Columbus and Hilliard, who would answer the police call?

That's what Charles A. Schneider, Hilliard's law director, wonders. "If you steal a pair of underwear in the boys' department and run into hardware, who has jurisdiction?
