On Monday, the vice-chairman of the Parliamentary Service Commission, Mr Peter Oloo Aringo, launched Parliamentary Human Rights Handbook at the invitation of the Kenya chapter of the International Commission of Jurists. Following is the gist of the speech he delivered:
The publication of this Parliamentary Human Rights Handbook is a significant contribution to the establishment of a sound, well-researched and homegrown knowledge and information base.
I am convinced that the content will enrich the diverse, yet insufficiently endowed, resource-base which Parliament increasingly requires to discharge its constitutional mandate effectively and efficiently.
