Feb. 25--Karla Williams earned a $2,000 bonus last year for her teaching, but she felt torn. She considered it validation for her hard work at Spaugh Middle School. But she felt guilty because many deserving co-workers didn't get the money. That's one of the difficulties facing Charlotte-Mecklenburg Schools as the district experiments with a new idea for teacher pay. Amid a teacher shortage, it's hard to recruit instructors, especially to the most challenging schools. But how can CMS reward the best instructors in a way that's still fair? North Carolina and CMS offer bonuses to all teachers at schools where students post big enough gains on the state exams. But earlier this month, a committee that includes educators and a member of Duke Power's human resources staff started discussing what teachers earn. Their review will include some recent steps to offer merit pay to individual instructors.

"We're in an educational crisis in this country," said Stacy Applegate, who oversees compensation and benefits for CMS, "and we are trying to figure out how we can attract and retain…
