EMI's agreement with the UK's MCPS-PRS Alliance and Germany's Gema is designed to create an easier environment for digital music services to license music across Europe.

If an international download store--or mobile service--wants to sell a piece of music as a download across Europe, it must reach agreement with both the owner of the rights to the sound recording (usually the record company, but in some cases the artist) and the holder of rights to the song itself (usually the publisher).
