THE waste water, the memorandum went on, accumulated due to the bad condition of the treatment plant and has periodically escaped through two major leak points located at the refinery's west walls and the refinery water drainage outlet, resulting in spillages in 1994, 1998, 1999, 2000 and 2001. The one of 2001 occurred on or about October 15, 2001 and was so massive that it impacted fundamentally on 15 to 20 kilometres of the creek and river system. The pollution now occurs yearly due to the floods which disperse free-floating oil and debris.
