Foreign Minister Manuchehr Mottaki has said that if Iran's nuclear case were to be "reported" or "referred" to the UN Security Council, the government would be "obliged and duty-bound to respond by suspending all voluntary activities and cooperation with the agency". He added: "The additional protocol would be the first victim of such a decision."
