The former head of the Bureau of Internal Revenue (BIR) yesterday said the tax and customs bureaus should not be faulted entirely for poor public services.

The private sector, Ex-BIR commissioner Guillermo L. Parayno, Jr. said in a forum at the Ateneo Professional School in Makati, should do its share to help solve national problems.
