FORMER SENATOR JOVITO R. Salonga said yesterday the dissipation of P35 billion in funds seized by the government from deposed dictator Ferdinand Marcos Swiss bank deposits was part of the reason President Macapagal-Arroyo could not tell the whole truth about the Hello Garci election fraud scandal.
