NATURAL HAZARDS SUCH AS EARTHquakes, floods, landslides and even volcanic eruptions have one thing in common. They cause significant damage to society in terms of loss of life and property, not to mention environmental losses. The recent tsunami in the Indian Ocean, the earthquake in Indonesia and the hurricane in New Orleans are but a few examples that attest to this fact.

The devastation brought about by these natural hazards has caused extensive reconstruction. Understanding the nature and extent posed by a disaster is vital in determining the kind of inputs needed for the postdisaster reconstruction.

It is a form of development that aims to raise the standard of living higher than what existed before the disaster. This involves not only building shelters but also restoring the social, cultural and economic structures to ensure the sustainability of the community. …
