Jan. 18--University City needs more upscale residential development to balance the glut of starter homes and rental properties, said some residents and Charlotte City Council members James Mitchell and Michael Barnes. Mitchell and Barnes want to review the subdivision plan for the University City area. The plan was created in 1996, and was geared toward high-density development such as townhouses and apartments, Mitchell said. Both council members say the area needs more developments like Highland Creek, Radbourne and Lexington, which offer upscale options for buyers.
