Jan. 4--State Rep. Elinor Z. Taylor, who has represented the West Chester area since Jimmy Carter was president, said yesterday that she would not seek a 15th term. "Thirty years is a long time to be of service," said Taylor, 85, whose health has deteriorated over the last several months. Her decision brings to 11 the number of incumbent lawmakers who have decided to not to seek reelection this year. Two suburban Philadelphia House members, Reps. Raymond Bunt Jr. and Jacqueline R. Crahalla, both Montgomery County Republicans, announced over the weekend that they, too, would not seek …
