In my previous article, the main modifications proposed in the sixth EC Cosmetic Directive were reviewed and their impact explored. One of the points indicated inside new seventh bis article, is worth thinking over: "Manufacturing has to follow the good manufacturing practice (GMP) that will be previewed in a future EC regulation or, as a first step, in a national one."
Unlike the case for drug or veterinary medicinal producers, no specific official guideline exists for cosmetic producers. The "Advisory Notes to Manufacturers of Cosmetics and Toiletries" were published by COLIPA in July 1988, but for voluntary and internal use only. The aim was to provide the manufacturer with advice on general aspects of ensuring that cosmetic and toiletry products are safe for use, and, therefore, meet the requirement of Article 2 of the Cosmetic Directive.
