Transportation Security Administrator Kip Hawley says he'll make unpredictability the hallmark of supply chain security and he's starting by offering no predictions on when long-delayed rules for the air cargo industry will be released.

Hawley, who this month announced sweeping changes in airline passenger security procedures, said at a Washington event last week that the cargo security rules more than three years in the making are still "moving through the process."

But with air cargo security coming under continued pressure from critics of administration efforts, he told reporters that some measures have already been taken while the new rules are in limbo. …
