A State Police document released Wednesday by Gov. Kathleen Babineaux Blanco confirms federal officials were notified early on Monday, Aug. 29, that a breach in the 17th Street Canal was flooding New Orleans.The first official report of the breach was in a State Police Status Report for the 11 a.m. briefing, which means state and federal officials learned of the breach about the same time Hurricane Katrina was making its second landfall near the mouth of the Pearl River.In red bold face, to indicate new information, is this notation:"Captain Mark Willow, NOPD Homeland Security, has reported a 20-foot break in the 17th Street canal. …
