Local authorities have reported mixed experiences in implementing the Freedom of Information (FoI) Act, according to a new report from the local government improvement and development agency (I&DeA).
The report, which was based on questionnaires completed by FoI officers from 280 of 387 local authorities in England, found that borough, county, metropolitan and unitary councils had received an average of 155 requests in the six months after the FoI Act came into force, while district councils had received an average of 53 requests.
District councils had spent an average of [pounds sterling]31,000 on setup, compared to nearly [pounds sterling]56,000 for other kinds of council. The majority of councils (68%) did not charge fees to applicants, and most of the remainder are charging only for disbursements.
Common problems of meeting compliance included the difficulty in applying exemptions, particularly in distinguishing between the FoI and Environmental Information Regulations regimes.
