MOSCOW -- Russian President Vladimir Putin is poised to present a new proposal on joint Japan-Russia economic activities in the disputed Northern Territories when he meets with Prime Minister Junichiro Koizumi on Nov. 21, it has been learned.
Diplomatic sources announced the move. Under the proposal Russia is reportedly considering jointly developing marine resources with Japan.
