The contempt of Ugandan politicians for the average citizen appears to increase in direct proportion to the number of times the same fib or even outright lie can be recycled to hoodwink them.

That must explain why parliament and President Yoweri Museveni are up to their old money tricks again.

At the turn of the month, government released more than Shs3 billion in slush funds for members of parliament under the misleading label of Constituency Development Fund (CDF).
