Schwarzenegger's much-needed reforms centered on four ballot initiatives: Proposition 74, to extend the time it takes for teachers to earn tenure; Proposition 75, to require permission from members before union bosses spend their dues on politics; Proposition 76, to give the governor more power to curb spending; and Proposition 77, to take redistricting out of the hands of legislators and give it to a panel of retired judges.
